In line with the Integrated Planning and Reporting (IPR) Framework, each NSW Council is required by legislation to prepare a range of plans and integrate them to obtain the maximum leverage from their efforts when planning for the future.
The aim of the IPR Framework is to ensure each Council takes a long-term strategic approach to its activities and that these represent the needs of the community. The IPR Framework includes:
Council has listened to what you have told us over the past 18 months and used the information to define our community’s vision for the future and develop Council plans for the next four years.
The draft Bega Valley Shire Community Strategic Plan 2040 (CSP 2040) outlines our community’s vision for the future of the Bega Valley Shire and it was developed following extensive community consultation presented in the ‘Understanding Our Place’ document.
The draft CSP 2040 covers all aspects of living in the Shire including health and wellbeing, employment and learning, transport, the built surroundings, services, facilities, and caring for the environment. Council is responsible for some of the directions identified; others require leadership by the community, industry and/or other levels of government.
To help achieve the Community Strategic Plan 2040 Council has developed its Resourcing Strategy to ensure that Council has the financial capacity and human, technical and plant resources to deliver services and manage the community’s assets. Effective resource planning allows Council to focus not only on short-term issues but also on medium and long-term challenges and explains how Council will plan to manage over $1.45 billion of community assets.
The Delivery Program and Operational Plan outlines the medium (four-year) and annual (one-year) actions that Council will deliver to work towards the community’s goals as stated in the draft Community Strategic Plan 2040.
The draft Bega Valley Shire Delivery Program 2017-2021 and Operational Plan 2017-18 also provides full financial modelling for how Council will fund the actions and maintain a strong, sustainable financial position. It includes:
