Project summary

The Coastal Accessibility Program – Round 2 builds on the success of accessibility improvements delivered through Round 1 at Bruce Steer Pool, Pambula Beach and Short Point.

The program focuses on upgrading four key coastal locations to improve accessibility:

  • Spencer Park, Merimbula
  • Kianinny Bay, Tathra
  • Cocora Beach, Eden
  • Wallaga Lake, including the Camel Rock area

Council has allocated funding in the 2025–26 and 2026–27 Delivery Plans to undertake planning, site investigations and concept design work for each location.

Community consultation will help shape future concept designs before they are considered by Council. Once endorsed, Council will actively seek funding opportunities to deliver detailed design and construction.

The program aims to improve accessibility, inclusivity and visitor experience while protecting the unique environmental and recreational values of each site.

Program locations

Spencer Park, Merimbula

Spencer Park is one of four locations included in the Coastal Accessibility Program – Round 2.

The project aims to improve accessibility, inclusivity and overall functionality to create a recreation space that is welcoming and easy to use for people of all abilities.

Planning and concept design work will explore opportunities to:

  • deliver more inclusive play and recreation opportunities
  • improve pathways and connections throughout the park
  • enhance foreshore access
  • improve parking and park facilities
  • protect and strengthen coastal open space and green linkages.

Community feedback will help inform the concept design, alongside technical, environmental, operational and budget considerations.

The project is currently in the planning and concept design stage. Funding for construction has not yet been secured.

Current status

Community consultation will open in July 2026.

Council is also replacing the existing climbing net and toddler play unit as a separate renewal project. These play items have reached the end of their service life and require replacement. This work will not affect the future concept design, as the equipment can be relocated if required.

Funding

Bega Valley Shire Council has committed $624,189 in the 2025-26 Delivery Plan to progress planning and concept design for future projects.

Additional funding has been allocated through the 2026–27 Delivery Plan to continue planning for individual sites.

Construction funding has not yet been secured. Once concept designs have been completed and endorsed by Council, funding opportunities will be pursued.

  • D.3 Plan and provide for improved access to community facilities and leisure and recreation assets that will meet current and future needs.

How can I have my say on this project?

Council will be conducting community consultation for each site to gather feedback and ideas for potential improvements. This engagement will take place after we’ve completed a constraints and opportunities analysis, but before concept plans are developed—ensuring your input helps shape the direction of each site.

What types of upgrades are being considered?

The program will deliver upgrades to improve safety, access, and inclusivity at four key sites. Works include accessible pathways, signage, parking, and site-specific improvements such as a playspace at Spencer Park, car park and pathways at Cocora Beach, enhanced access at Kianinny Bay’s barbecue area, and upgrades across Wallaga Lake to improve access to natural and recreational features.

Why were these specific sites chosen for Round 2?

The sites selected for Round 2 were chosen for their significant potential to improve accessibility and build on existing infrastructure and community use.

When will construction begin?

Construction timelines will be confirmed following community consultation, environmental assessments, finalisation of concept designs, and confirmation of funding from state and federal governments. Project updates will be shared as progress continues.

Has funding for construction already been secured?

No. Funding has been allocated to undertake planning and concept design work only. Once concept designs are completed and endorsed by Council, funding opportunities will be pursued for detailed design and construction.

How will community feedback be used?

Community feedback will help inform the development of concept designs for each location. Council will also consider technical requirements, environmental constraints, operational needs and available funding before making any decisions.

Is Council removing car parking at Spencer Park?

No decisions have been made. Council is seeking community feedback to understand how the space is used and what improvements the community would like to see. Improved parking arrangements will be considered as part of the concept design process.

Why is the climbing net and toddler play unit at Spencer Park being replaced before the project is complete?

The existing climbing net and toddler play unit have reached the end of their service life and need to be replaced to ensure the playground remains safe for the community.

This renewal is being undertaken separately from the broader Spencer Park concept design project. The new equipment can be relocated if required, so replacing it now will not limit future improvements identified through community consultation.

How is the Spencer Park project connected to the Beach Street to Lake Street Active Transport Connection?

The Beach Street to Lake Street Active Transport Connection has secured grant funding and is progressing through detailed design, with construction expected to commence in 2027.

The Spencer Park concept design will consider the future active transport connection to ensure both projects complement one another and provide safe, accessible connections through the area.
