Project Summary

Building on the success and outcomes achieved through the first Coastal Accessibility projects at Bruce Steer Pool, Pambula Beach and Short Point, the Coastal Accessibility Program – Round 2 focuses on upgrading four key coastal locations to improve accessibility: Spencer Park (Merimbula), Kianinny Bay (Tathra), Cocora Beach (Eden), and multiple sites across Wallaga Lake, including the Camel Rock area.

Council has allocated funding in the 2025–26 Delivery Plan to progress planning and master planning for the key sites. This work will include site analysis and developing concept designs that reflect community input and are formally endorsed by Council.

Once these concept plans are complete, Council will actively seek funding to deliver detailed designs and construction.

Round 1 delivered significant improvements at Bruce Steer Pool (Bermagui), Short Point (Merimbula), and the Pambula Surf Club Precinct (Pambula Beach), setting a strong foundation for continued investment in accessible coastal infrastructure.

The overarching goal of the program is to enhance visitor experience and accessibility at each site, to see that facilities and natural features are inclusive and welcoming to all.

This initiative reinforces the Bega Valley Shire Council’s ongoing interest in accessible tourism. It reflects Council-wide commitment, supported by the community, to position the shire as a “must-visit” destination.

Purpose

The purpose of the Coastal Accessibility Program is to position the Sapphire Coast as a leading destination for accessible tourism by enhancing infrastructure and experiences across key coastal sites. It aims to create meaningful opportunities for shared experiences, lasting memories, and compelling reasons to return—particularly for people with mobility limitations and their families and friends.

The project is aligned with the 2025-26 Delivery Plan and Recreational Strategy.

Funding

Bega Valley Shire Council has committed $624,189 in the 2025-26 Delivery Plan to progress planning and concept design for future projects.

How can I have my say on this project?

Council will be conducting community consultation for each site to gather feedback and ideas for potential improvements. This engagement will take place after we’ve completed a constraints and opportunities analysis, but before concept plans are developed—ensuring your input helps shape the direction of each site.

What types of upgrades are being considered?

The program will deliver upgrades to improve safety, access, and inclusivity at four key sites. Works include accessible pathways, signage, parking, and site-specific improvements such as a playspace at Spencer Park, car park and pathways at Cocora Beach, enhanced access at Kianinny Bay’s barbecue area, and upgrades across Wallaga Lake to improve access to natural and recreational features.

Why were these specific sites chosen for Round 2?

The sites selected for Round 2 were chosen for their significant potential to improve accessibility and build on existing infrastructure and community use.

When will construction begin?

Construction timelines will be confirmed following community consultation, environmental assessments, finalisation of concept designs, and confirmation of funding from state and federal governments. Project updates will be shared as progress continues.
